Blue KC and Highmark receive regulatory approvals to close affiliation
We are pleased to announce that Blue KC and Highmark Inc. (Highmark) have received regulatory approval from the Missouri Department of Commerce and Insurance and expect the affiliation to close on March 31, 2026.
The affiliation, which we first announced December 11, 2025, aims to accelerate innovation and improve health outcomes for Blue KC members across the Kansas City region.
Under this affiliation, Blue KC will be a locally governed, nonprofit company in Kansas City and gain access to new technology, capabilities and resources. Blue KC also maintains its local leadership and strengthens its capacity to offer accessible and affordable healthcare for members and the community for years to come.
We do not anticipate any immediate changes to our products, services or the Spira Care Centers as a result of the affiliation. Over time, we expect to be able to offer more services to support you and your clients. We will keep you updated as we have new information to share.
Highlights of the affiliation include:

- Blue KC continues its unwavering support for the community.
- Financial reserves and earnings remain at Blue KC, ensuring continued local reinvestment.
- Highmark provides administrative capabilities, leading technologies and innovative tools to enhance Blue KC’s product offerings and operational efficiencies.
Together, Highmark and Blue KC will provide health insurance plans that serve nearly eight million members. Both organizations have been recognized for maintaining strong service to their members and customers and have a legacy of support to the community. Both also value and support the broker/consultant partnership model.
