Blue KC Open Enrollment resources

Blue Cross and Blue Shield of Kansas City (Blue KC) is proud to partner with you during this Open Enrollment Period (OEP). This alert provides important 2024 plan information and resources to support your business.

2024 rate decreases

Blue KC is excited to announce rate decreases for 2024 Individual and Family plans. CMS-required letters with renewal information for members were mailed on October 30, 2023.

  • Kansas: -10.1% average
  • Missouri: -4.3% average

Security and savings 

Our goal is to deliver high-value health plans to our members. Blue KC members receive:

  • $0 preventive care. In-network routine preventive care services are covered at 100%.
  • Blue KC ACA Rewards program. Eligible members qualify to earn a $25 digital gift card for completion of the annual preventive visit through our rewards program.
  • SmartShopper®. Members can save money on qualified healthcare procedures and earn cash rewards when they shop and choose cost-effective, eligible procedures through SmartShopper.
  • $0 Virtual Care for all non-standard plans. Get care on the go or from the comfort of your own home provided by in-network primary care providers, specialists, urgent care, and Blue KC Virtual Care. The copay for Virtual Care on standard plans is equal to the PCP office visit copay amount.
  • Rx Savings Solutions. Members can lower their pharmacy costs by automatically searching for the lowest prices on prescription drugs.
  • In- or out-of-network emergency and urgent care. Members can feel secure knowing they will receive emergency or urgent care whether the hospital is in or out of network.

Member health programs

We are excited to offer Member Health Programs that support behavioral and physical health.  

  • Mindful by Blue KC. A behavioral health initiative dedicated to reducing the stigma around behavioral health, while making behavioral healthcare accessible.
  • Blue KC Care Management. This program will connect members to a variety of resources through the Care Management App along with the encouragement of a care team. 
  • Blue365. Members can take advantage of exclusive deals and discounts on health and lifestyle products and services through Blue365.
  • Diabetes lifestyle and management programs. Members can receive a cellular meter, remote monitoring with emergency outreach, and one-on-one live coaching sessions.
  • Healthy Companion™ Program. This program supports members with chronic health conditions by providing access to resources and one-on-one support.

Did you know members enrolled in Choice1 plans have exclusive access to Spira Care Centers for primary care services at no additional cost?

2024 Dept. of Health and Human Services Notice of Benefit and Payment Parameters 

  • Agent Documentation of Consent from Consumers
    • Required prior to providing consumers assistance.
    • Agents must be able to provide proof they’ve received consent from a consumer, or their authorized representative, to help them with their ACA coverage decisions.
    • Agents must retain this documentation for a minimum of 10 years and produce it upon request.
  • Agent Documentation of Consumer Review of Application
    • Consumers must confirm all information is accurate before application submission.
    • Agents must also document that the consumer, or authorized representative, has reviewed and confirmed all eligibility application information prior to applying.
    • Agents must retain this documentation for a minimum of 10 years and produce it upon request.
