Small Group Brokers: Programs to offer cost relief for specialty drugs
The High-Cost Drug Discount Program (HCDDP) and Copay Card Accumulator Adjustment Program (CCAA) will launch starting with January renewals for non-ACA small group plans*.
How HCDDP works
The program is designed to help maximize available manufacturer assistance while carefully managing member cost share. The high-touch HCDDP Care Team provides elevated service and support by contacting members by mail and phone to facilitate participation in the program. The HCDDP program applies to traditional style plans. HCDDP excludes AffordaBlue, transitional relief, ACA, and HSA plans.
How CCAA works
The program enables members to use copay card dollars to access prescriptions and ensures members’ true out-of-pocket expenses are accounted for within their out-of-pocket accumulators. This allows manufacturer copay card dollars to continue to be maximized while the members’ out-of-pocket expenses are accurately reflected in accumulators. The CCAA program applies to HSA plans. CCAA does not apply to transitional relief and AffordaBlue plans.
HCDDP and CCAA* programs apply to fully insured 51-99 and level funded 5-99 products.

*Small group ACA already leverages a CCAA program for groups with 2-50 employees that do not offer transitional relief coverage. Groups with 2-50 employees that do offer transitional relief coverage are not eligible for the CCAA program.
