Groups required to complete prescription drug data collection survey

On April 7, 2026, Blue KC insured and self-funded employer groups will receive an email and link to our plan year 2025 Consolidated Appropriations Act (CAA) prescription drug data collection (RxDC) reporting survey.

Groups whose email addresses bounce and those with no email address on file will receive a letter via U.S. mail.

The survey requests:

  • Total annual premium/premium equivalent amount in 2025
  • Annual premium/premium equivalent amount paid by the employer (on behalf of members) in 2025
    • Blue KC will divide the annual amount by 12 to determine average monthly amount paid by employer
  • Annual premium/premium equivalent amount paid by members in 2025
    • Blue KC will divide the annual amount by 12 to determine average monthly amount paid by members

Submission

Groups are required to complete the survey, and the government may take compliance measures against nonadherence. Please let your employer groups know about this requirement and the importance of complying.

  • Blue KC will submit required reporting to the Centers for Medicare & Medicaid Services (CMS) on behalf of groups for the services we provide.
  • If the employer group was with another insurance carrier in 2025, Blue KC will not submit information on its behalf.
  • If a group is currently terminated but was with Blue KC at any point in 2025, it will receive a survey, and we will submit on its behalf for the services we provided.
    • For groups that carved out certain services such as pharmacy (applicable to 100+ segment only), the federal government will allow for multiple report submissions from separate entities. Let us know if you carve out pharmacy. Blue KC will not submit D3-D8 files for groups that carve out pharmacy.

Deadline and key points

  • The response deadline is April 24, 2026. This is a firm deadline.
  • Only one person can complete the survey per group.
  • If an employer group did not receive the survey, it may be because the group does not have a current email or address on file. Please contact your Blue KC representative with an updated email address. It is imperative we have contact information on file.
  • If we do not receive a response by April 24, 2026, the group will not be included in the P2 group health plan list or D1 data submitted to CMS regarding premiums paid by employer versus employee.
